There are believers that believe that the baptism in the Holy Spirit with signs following (speaking in tongues) was only for the first believers and that it stopped some where along the way and that we do not need that any more. However this is Biblically incorrect. This theory has its roots in unbelief. Unbelief and ignorance deprive some in the Church of this powerful truth.
Peter preached on the day of Pentecost under the anointing of the Holy Spirit and he clearly pointed out who could be baptized in the Holy Spirit.
Acts 2:39 - For the promise is to you and to your children, and to all who are afar off, as many as the Lord our God will call."
1. To you.
Acts 2:38 - Then Peter said to them, "Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit.
These where the people standing before him, those of the house of Israel, the very same people who had crucified the Lord Jesus. The people of the days of Acts and those who became the first Church.
2. To your children.
This defiantly refers to the children of those people before Peter, but not only them. This also referred to the next generation. The word "children" here implicate "children's children" and their descendants.
3. To all that are far off.
This means in time and in distance. As Jesus commanded us to take the Gospel to the ends of the earth (Matthew 28:19-29). For the Gospel to be taken to the ends of the earth took longer as the time of the early Church. In 1814 missionaries arrived in New Zealand and they are part of the ends of the earth. The phrase "far off" includes New Zealand and other places like that. This would mean that the baptism in the Holy Spirit is for them too and so it is for the Church of today.
4. Everyone whom the Lord our God calls to Him.
All believers are called and received the same promise of the gift of the Holy Spirit. If you believe that God had called you to be His child, then you can include yourself in this promise. As Peter said it includes you whom are called by God. If you deny this truth about the baptism in the Holy Spirit, you indirectly deny that God called you.
John 6:44 - No one can come to Me unless the Father who sent Me draws him; and I will raise him up at the last day.
Ephesians 5:18 - And do not be drunk with wine, in which is dissipation; but be filled with the Spirit,
Isaiah 28:11-12 - For with stammering lips and another tongue He will speak to this people, to whom He said, "This is the rest with which You may cause the weary to rest," And, "This is the refreshing"; Yet they would not hear.
Isaiah prophesied regarding speaking in various languages, known and unknown. Paul said that this prophecy was fulfilled in the Church.
1 Corinthians 14:20-22 - Brethren, do not be children in understanding; however, in malice be babes, but in understanding be mature. In the law it is written: "With men of other tongues and other lips I will speak to this people; and yet, for all that, they will not hear Me," says the Lord.
Therefore tongues are for a sign, not to those who believe but to unbelievers; but prophesying is not for unbelievers but for those who believe.
